State-led AI Experiments
States, previous heads of state, universities and non-profits are putting momentum behind AI testing.
Today, the State of Oklahoma announced a new AI platform state agencies can use to “improve efficiency, strengthen customer service and deliver a better government experience to Oklahomans.” Two pilots that are currently being tested within the AI system focus on reviewing administrative rules and assisting navigating policies and procedures for state purchasing.
Two prior Governors, a Republican and Democrat, launched an over $500 million dollar initiative that will focus on the transition within the AI economy by piloting new corporate incentives to retrain and redeploy workers, new approaches to support people through job transitions, and new training models tied to changing employer demand.
The Harvard Berkman Klein Center for Internet & Society launched a new research Initiative on AI and Youth Safety. The Aspen Institute launched an AI Civic Action Accelerator that will support early-stage projects that aim to strengthen the relationship between government, communities, and AI. The deadline is August 25.
State Policy Action
CA: This month, the Assembly Privacy and Consumer Protection Committee passed two AI related bills.
One bill, SB 300, amends the AI companion chatbots law that was passed last year to strengthen and expand protections related to sexually explicit outputs directed at minors.
Another bill, SB 354, expands protections for consumers for data collected by insurance companies. Legislative analysis notes the insurance industry is increasingly using AI and data analytics, customer service chatbots and drones for inspection.
A bill (AB 412) close to the finish line requires a GenAI developer to provide a mechanism through which a copyright holder can request information about whether their work was used to train the GenAI model. The bill is sponsored by groups like the Concept Art Association, the National Association of Voice Actors, and the Screen Actors Guild-American Federation of Television and Radio Artists (SAG-AFTRA).
In the last few weeks, over five AI-focused bills moved through the legislative process and are close to the finish line.
SB 813 creates the California AI Standards & Safety Commission to oversee AI safety, develop assessment standards, and regulate AI auditors.
SB 1000 amends California’s AI Transparency Act. If passed, the new law would expand to apply to all GenAI systems deployed in the state, among other changes.
SB 1050 focused on using synthetic digital performers in advertisements is also close to passing the state legislature.
SB 1106 requires state agency AI inventories to include Agentic AI applications.
SB 1119 amends the AI companion chatbots law that passed last year by adding new requirements such as a comprehensive risk assessment.
AB 1609 bill requires large private businesses to clearly disclose their use of AI customer service chatbots and to provide easy access to human customer service within 15 minutes of a request.
DE: Last week, the Governor signed HB 450, a permitting focused bill aimed to accelerate economic development. Under the new law, the Department of Transportation is required to use AI and other automated technologies to evaluate roadway safety, traffic operations and infrastructure conditions.
HI: Last week, the Governor signed two AI-related laws. The first new law, HB 2137, protects residents from the use of AI deepfakes for fraud, theft, defamation, and emotional distress. The second new law, SB 3001, requires operators of AI to issue disclosures, implement certain protocols related to suicidal ideation and self-harm, and new requirements for minor users. The new law also requires annual reports to the Behavioral Health Administration of the Department of Health.
IL: Recently, the Governor signed SB 3114, which prohibits health insurance companies from using an algorithm or automated system to downcode a claim.
NJ: Earlier this week, the Governor signed HB 3497, which prohibits landlords and property management companies from using algorithmic systems to coordinate and raise rental prices.
PA: Legislators in Pennsylvania are still moving pieces of legislation through the process. One AI companionship focused bill (HB 2006) is moving through the process and is now awaiting a hearing in the House Appropriations Committee. Last week, legislators introduced a new proposal focused on AI and the workforce. The proposed HB 2705 would require the Department of Labor to conduct a study on AI and the workforce and suggest recommendations on elements such as what data is needed to monitor AI’s impact on the workforce.
Last week, the Trump administration announced a clearinghouse that enables cybersecurity vulnerability coordination named “GOLD EAGLE.” According to the announcement, this partnership between the Department of the Treasury, the Department of Homeland Security, and the Department of War will accelerate AI innovation and will implement requirements of President Trump’s AI-focused executive order (EO 14409).
